Le jeu d’argent et la spéculation : quelques enseignements à tirer de l’œuvre de Balzac dans le cadre d’une anthropologie des marchés financiers

ABSTRACT

Public opinion wrongly thinks of the Stock Exchange as something difficult to decipher. It seems to be reserved for specialists in economics who insist on the rationality of the actors (optimizing, mimetic or self-referential rationality …) and on the assumption of a market efficiency: its capacity to ensure an optimal allocation of capital. In the nineteenth century, there existed a «stock market novel” where the Stock Exchange is described as a shambles (synonymous of disorder, mess…). For individuals, it’s passion that speaks whenever it comes to money. In two texts, Honoré de Balzac illustrates the on-going transformation of the structure of the dominant classes under the effect of money circulation. Capital markets are seen as black holes in which outsiders develop strategies on the edge of legality in order to make a fortune. It tells stories of unjust enrichment intended to trick gullible small savers. In a society that sees its traditional social values declining, the state finds it hard to say what public morality should be. Should we let the invisible hand act with the idea of attracting capital to finance public debts? Should we regulate to avoid fraudulent behavior at the origin of stock market crashes? Should we close the stock exchange and thus outlaw speculation on the ground that this is only a sort of gambling?

N’oublions pas le futur. Valeurs, justice et taux d’actualisation

ABSTRACT

The consequences of discounting are often disputed, for various motives, such as the overexploitation of natural resources or the transmission of an unacceptable level of pollution to the future generations. It is then tempting for the public authorities to overcome this difficulty by delegating to a third party the choice of the discounting methods and the discount rate. But by doing so, it gives up some of its prerogatives, finally weakens itself, in order to get in return standards, however cleverly chosen they may be, which can only arouse reluctances or oppositions, on the grounds that that they do not respect certain values bound to considerations of inter-temporal justice. It seems that it would be preferable to ensure that the public debate is targeted on these values, then only to define and apply the methods and the discount rates that may arise therefrom. The discussions on the values would so concern the roots of the decisions, and not their consequences.

Behavioral economics and the positive-normative distinction: Susntein’s Choosing Not to Choose and behavioral economics imperialism

ABSTRACT

This paper examines behavioral economics’ use of the positive-normative distinction in its critique of standard rational choice theory as normative, and argues that it departs from Robbins’ understanding of that distinction in ways that suggest behavioral economists themselves do not observe that distinction. One implication of this is that behavioral economists generally do not recognize Putnam’s fact-value ‘entanglement thesis’ while a second implication is that the charge that rational choice theory is descriptively inadequate paradoxically appears to mean that it does not employ the implicit value basis and normative vision that behavioral economics recommends, thus actually violating Robbins’ distinction. This latter argument is developed through an examination of Sunstein’s Choosing Not to Choose which uses nudge policy in the form of default rules to advance a different conception of freedom than standard choice theory employs. The paper goes on to argue that behavioral economics imperialism, particularly in the form of behavioral development economics imperialism, is more about promoting its implicit value basis and normative vision over that promoted by standard rational choice theory than about advancing an alternative conception of economics for social science. A final section comments on economics’ status and relation to the other social sciences.

 Re-framing the moral appeal of the minimun wage

ABSTRACT

The diversity in the treatment of the minimum wage by economists has contributed to the fuzziness regarding what role this institution is meant to serve in modern society. Particularly, the moral appeal behind the minimum wage, tightly tied to this role, does not seem to have been adequately articulated in the literature. This paper attempts at putting forward an alternative perspective from which the moral appeal of the minimum wage should be evaluated. Specifically, we argue, there is a considerable gain from paying attention to our evolutionary heritage to make sense of the persistent popular support behind the minimum wage laws. In the framework proposed here, the minimum wage laws will be viewed as instrumental in meeting the “primary needs” of those who are offering productive contributions akin to egalitarian sharing of food among our hunter-gather ancestors. The approach taken in this paper will supplement (and slightly modify) old institutionalist framework and equip it with more robust moral foundations.

Do universities have moral duties with regard to a human right to health? In defense of some proposal by UAEM (Universities Allied for Essential Medicines)

ABSTRACT

This article argues that universities have duties to negotiate contracts with the pharmaceutical industry that are favourable to the world’s poor, and to do more research into diseases which disproportionately strike the global poor. It is argued that these duties are related to human rights (in particular to a human right to health) and that they are therefore very weighty. Furthermore, these duties are in line with some of the most important things that Universities Allied for Essential Medicines (UAEM), a worldwide group of students and academics, wants universities to do. A number of objections are discussed, among other things to do with safeguarding pharmaceutical innovation, and it is argued that the aforementioned duties should, as UAEM also advocates, often be combined with efforts on the part of universities to work towards more long-term, large-scale institutional arrangements to ensure access to and availability of essential medicines for the global poor.

Is Luck Capabilitarianism Posible?

ABSTRACT

Capability theorists claim that real freedoms should constitute the informational basis for assessing individual wellbeing. Nevertheless, they have not yet developed a normative theory of social justice accounting for why or under what circumstances a political community has the obligation to mitigate deficits in real freedoms. This paper examines whether combining Luck Egalitarianism principles with capabilities as a metric of advantage can deliver an acceptable solution to this problem. However, in light of its inconsistency with the core claims found in capability literature, this paper ultimately rejects that possibility for two reasons: First, because it disregards the multidimensional character of the metric. Second, because it undermines the notion that capabilities are valuable not just because they represent positive freedom but because of the beings and doings they enable.

Ethical and Legal Implications of Whistleblowing: A View from United Arab Emirates

ABSTRACT

The paper seeks to dissect the meaning, people’s understanding, effects and consequences of whistleblowing. It also tries to define the implications the act has as laid down in United Arab Emirates (UAE) law. It spells out the major concerns that exist about whistleblowing in the UAE and the world more generally. There exist several differences between the UAE law and that of other (mainly western) countries regarding whistleblowing. These differences affect the overall understanding in the region, the frequency of reporting cases occurring and the penalties that result. This has a number of implications if viewed from a corporate viewpoint, particularly where companies are operating in a number of jurisdictions as is increasingly common. Given that domestic operators require current information, as do transnational operators entering the UAE market, the paper concludes by highlighting the existing and impending legislation that protect (or fail to protect) whistleblowers in the UAE and the laws required in order to provide sufficient protection to whistleblowers.

Les relations entre la PME et ses partenaires: une analyse des difficultés

ABSTRACT

In Africa, research on SME is very limited. But, the knowledge of SME futures is important to define actions aiming de development of economic tissue. The subject of this paper is to apprehend difficulties faced by SME in their relations with partners. This is justifying by the fact that the literature considered SME as weak actors that depend on resources controlled by their stakeholders. In this paper we analysed de relationship between SME of Togo and their stakeholders in order to identify actors that are source of difficulty for SME. A questionnaire study on 66 SME in Lomé showed that difficulties appeared in the relation with bank for financing and with customers.

Pour une écologisation du concept de capabilité d’Amartya Sen

ABSTRACT

This article discusses the basic concepts of the theoretical framework developed by Amartya Sen and seeks to extend it to the question of the relationship to nature understood as biosphere, a theme left out by the author, who draws classically is demonstration on a Cartesian conception of nature. As the capability turns out to be a compound of the nature and artifice, the enlargement is possible. We conclude on the perspective of science habitats.
